A Biobank is a systematic collection of human biological samples and associated data which can be used for research. The scientific research goal of the collection is yet unspecified.
Biobanks/databases do not fall under the scope of the Dutch Social Support Act (WMO). The WMO stipulates that the research must involve medical-scientific research and/or the imposition of certain actions and/or behavior on a test subject. For a biobank/database, no (medical) scientific research question has (yet) been formulated.
The ethical review for a de novo biobank/database is conducted by the non-WMO ethics review committee of the UMCG: the Central Ethical Review Committee (CTc).
